What's wrong with the game?

I'm going from house to house, and every 2–3 houses, my character stops responding to commands. I've already re-logged 7 times; I can't properly go around to the houses for PT.

Does anyone know where to escalate this? Email? Or is there a specific form to fill out? The admins simply can't handle the Global server. I have no more patience.
